Must I "upgrade" to Sierra to use Ruby?


i'm exploring "options" -

have no clue ruby on rails is, apparently it's required me play around bourbon website projects. i'm getting sass, , bourbon - i'll quit explaining crap don't understand.

nothing install on el capitan. keeps quitting halfway through process, spitting terminal junk out @ me. i'm uncomfortable enough terminal - no, won't / don't when gets angry me. , have latest version of xcode el capitan installed - can't update because requires sierra.

i'm def not upgrading high sierra - gave shot , no thanks. , folks here don't tend care sierra either? siri annoying enough on phone.

so, i'm fine sticking el capitan on 2013 rmbp - can i?

and, moving forward - do if i'm continually forced upgrade majority seem consider worse , worse os's can use xcode? gives?

other "workaround" avoiding upgrade appears using codekit? think? because haven't cranked start 10 day trial yet, because i'm afraid it'll refuse work because i'm not on sierra , don't have latest xcode can't use ruby etc etc...

advice!
