Is Apple's Battery replacement program purposefully slow?


so mid 2014 13" retina mbp reporting i'll need replace battery. @ 1397 cycles can notice in every day use has seen better days.
i've visited apple store on regent st. in london enquire cost , hoping schedule appointment procedure done. dismay, informed me take 2-3 weeks. tried apple store... same thing. apple authorised service provider quoted me 5-6 weeks!
have i'm bit disappointed in apple level of service. 2-3 weeks without precious. considered normal? strikes me bizarre procedure take qualified person maybe half hour, mbp needs sit on shelf 2-3 weeks. happened making appointment on day, drop device off , pick few hours later? overly suspicious in thinking apple trying dissuade people battery replacements in favour of pushing them buy new products instead?

OWC Envoy Pro SSD Enclosure - Alternatives?
