No Chime, No Boot


hi, have looked @ several forums similar issues, can seem find out problem , hope maybe here can give me ideas. have mac pro mid 2010 a1289. specs are...

3.33 ghz 6 core xeon w3680
1tb ssd
32gb ram
nvidia quadro 4000 graphics card

running yosemite 10.10.5

so, after long new year weekend came in , turned on got no display nor did chime. white power light stays on, fans humming, removed side panel , graphics card has green light , fan running too. force shut down , reboot. small red light on cpu tray flashed , nothing. @ beginning. tried reset pram, no chime or display, don't think effective. thought maybe ram had gone bad, took out each 1 till had none left , still there no change. know white light should flash there no ram, remain solid. tried booting without graphics card, see if hear chime, not. i've read means have bad cup or bad psu. i've tried putting in old snow leopard disk see if boot that, wasn't effective. ive double checks connections , made sure clean , snug. think? in advance!
 


had similar machine @ client's office years ago ended being bad psu. had apple replace @ time. can time consuming install, it's not more diffucult messing around other things inside case.

can check gpu in machine?
have removed not "necessary" pcie slots?
have removed disks except startup disk?
have unplugged cables except power?

there time of boards cpu going bad in client's office, not recall timeframe or details around that. believe 2,1 machines , replaced apple.

OWC Envoy Pro SSD Enclosure - Alternatives?
