Family Sharing when different Apple ID for purchases

hi, family of 2 , have enabled family sharing.

works great, except our itunes , app store purchases not shared. assume because organizer (me) has 2 apple id's: 1 itunes store , 1 icloud account (because of historic reasons). partner luckily has 1 apple id.

- family sharing (obviously) initiated icloud account.
- family consists of our 2 icloud id's while apple id used itunes purchases not part of family.
- have apple music family account (my music library linked apple id itunes store).

how can partner access itunes purchases?

solution 1) tried log in apple id itunes purchases on partners' iphone in itunes store assuming enable access itunes purchases. worked! had annoying side-effect replaced partner's music music library.

solution 2) apple support suggested sign out of apple id itunes store, , able add account family sharing (as "fake" third person). tried not work iphone , mac refuse add me states i'm part of family.

if apple not know how fix this? suggestion?
