Photos not syncing to ipad

yes classic thread, i’m sure has been answered before, did quick search didn’t find exact answer.
facts
iphone 7plus 128g
ipad 128 gig

icloud 200g - tons of space remaining....only 20g used

got new ipad, logged icloud, apps , history came across...but alas no photos.
photostream turned on, both iphone , ipad....
ive restarted, done soft reset...and still no photos.

both devices charged, both on same wi-fi....

clues??? ive reset ipad , started scratch , still no photos

 

why’s photo stream turned on if using icloud photo library anyway?
