Siri can't set location based reminders anymore?

view attachment 739219 don't know if it's ios 11 related or not, after getting x earlier month, noticed siri no longer allows me set location based reminder.

when try, tells me need enable reminders on location services , includes shortcut button. when go settings, see reminders has location services enabled "while using app". there no "always" option available.
