Error unlocking APFS Volume

error unlocking apfs volume: given apfs volume not locked (-69589)

have external disk encrypted file vault, , unreadable, seems interrupted during encryption , half encrypted. doesn't mount, doesn't unmount, doesn't eject, , freezes disk util whenever connected. when plugged, asks password 1 time, if correct ask again second time, after message box disappear, but disk not mount. running 10.13.1 – idea? in advance.
