Is the 1.4GHz worth it?


hello everyone,
sister interesting in buying first mac doesn't have big budget, she's looking @ mac minis. found decent deal 1 1.4ghz, 1tb hdd , 4gb ram. wants use casual use, nothing excessive, except perhaps light photoshop editing.

i'm worried 1.4ghz , 5400rpm hdd slow , extremely out of pace technology in couple of years ssds , more powerful cpus coming...any thoughts on this?

of course depends on 2 factors.
one, going it. having 4gb stupid though.
two, how going pay it.

here's odd one! 1 of our 2015 macbook air notebooks in office crashed , became unbootable after user clicked high sierra upgrade sierra on it. tried sorts of things working again, including both internet recovery , regular recovery. each time, partially install high sierra , stop error saying, "macos not installed on computer", followed specific error code mentioned in message subject line. have identically configured air (8gb ram, 512gb ssd, core i7) upgraded sierra high sierra without problems @ all, should work! thing able problem machine installing sierra usb thumb drive. did that, of user's data accessible again (nothing lost, thankfully!) , working normally. tried running high sierra upgrade again fresh app store download, hoping original issue stupid user powering computer off in middle of upgrade process. nope! exact same error , resulting unbootable machine. computer passes apple hardware tests flying colors , seems fine
