Can Icloud backup iphone photos in one direction?

dear mac community,

please me photos backup question.

purchased icloud have phone's photos backed right away. desktop's photos library larger 200gb plan, requiring more expensive option.

question:
possible have icloud backup phones photos cloud , desktop, in 1 direction?

not need have desktop's entire photo library backed using icloud (i using dropbox that).

turn on ”upload photo stream” on iphone , enable ”my photo stream” on mac.
