Moving to iCloud photos

currently store photos in several photo libraries folders.
on time have managed make duplicates everywhere.

know if upgrade photo library hosted in icloud, de-dupe.
need buy 2tb plan (at least temporarily once de-dupe done).

pleas me how icloud photos work.
if @ future date want go mac hosted photo library possible? if how?
if have lets 32gb phone photo library larger happens then? photos not stored on phone @ all?

you can turn off icloud photo library. asked if want download photos before turning off. can use local library normal.

if have more photos have storage space, can turn on optimise storage in settings > photos. store thumbnail versions of icloud photos on phone, originals staying in icloud. when/if view or use these photos on phone, high resolution copy downloaded on demand.
