Live photos will not disable

i have iphone 7 plus running ios 11.2.1 not want take live photos. ever. know how toggle off of time forget, in rush snap or...just no. know in settings go camera>preserve settings , slide switch off live photos not work either. mine set off in settings. no matter live photos on when open camera app. how permanently disable off? here.
