iCloud Photo Library Sync Broken

i have photos.app photo library on mac 178gb. had synced icloud until couple of months when stopped syncing properly. fix this, tried disabling icloud photo library (on devices), rather delete photos icloud account, left 36gb worth on photos on there. tried re-enabling icloud photo library, icloud claimed didn't have enough icloud storage space have 200gb , said library 178gb, had 36gb used remnants of broken library (i.e. 178+36>200).

disabled iphoto library again , time left month photos on icloud permanently deleted, , storage space appeared again free. re-enabled, , left sync, stopped when reached 36gb (the same got 'stuck' in there before). tried calling apple support , suggested go icloud photos via www.icloud.com , delete them manually, when realised way of doing one-by-one, 2500 photos, didn't bother.

instead created new, empty photo library, set system library , synced icloud - cleared out 36gb. however, when reverted proper library , set sync, synced same 36gb of photos again , that's it. doesn't give error messages, seems think 36gb worth of photos need uploaded every time.

option can think of import photos new library, i'll lose of albums etc don't want do.

got suggestions on how can totally reset sync data , thing working again?
