Question about cellular watch and phone

i got new cellular s3 evening , got activated. can receive calls on watch when phone turned on. however, if phone turned off or in airplane mode, calls phone going straight voicemail instead of watch answering call. normal? thought phone turned off , watch still able receive calls on same number iphone. missing something?

edited add: when phone off , call cellular watch number listed on verizon site, watch rings when using number.

edited add: after testing more, seems going voicemail @ times , other times watch rings.
