Trouble connecting to public wifi like Starbucks on IOS 10.3.3 with iPhone 6s


i'm having trouble connecting public wifi connections on ios 10.3.3 on iphone 6s. in wifi settings, see network being checked, doesn't show security webpage connected. though public wifi connection checked, still showing lte on top instead of wifi icon. it's been happening public wifi connections in different locations (starbucks, target, mall wifi, etc) , apple store wifi took forever connect though there no security screen connected. else having issue? should bite bullet upgrade ios 11.2.1 , risk suffering battery , performance issues , have sort of chance fix wifi issue? yes, have checked battery wear level , 8% battery wear.

here's odd one! 1 of our 2015 macbook air notebooks in office crashed , became unbootable after user clicked high sierra upgrade sierra on it. tried sorts of things working again, including both internet recovery , regular recovery. each time, partially install high sierra , stop error saying, "macos not installed on computer", followed specific error code mentioned in message subject line. have identically configured air (8gb ram, 512gb ssd, core i7) upgraded sierra high sierra without problems @ all, should work! thing able problem machine installing sierra usb thumb drive. did that, of user's data accessible again (nothing lost, thankfully!) , working normally. tried running high sierra upgrade again fresh app store download, hoping original issue stupid user powering computer off in middle of upgrade process. nope! exact same error , resulting unbootable machine. computer passes apple hardware tests flying colors , seems fine
