Advice on hd recovery program for delted files on mac?

short story, friend had no backup, , no timemachine installed. yeah know stupid. mac running slow had him reset , , said took out pictures, before setting again. found out lot of pictures gone, trying run programs see if files can found hd recovery tool. have not experience on mac, more on windows. no scanning , hope come somthing.

did person "reset back" erase internal drive before putting new copy of os onto it?

or... did run mac os installer "on top of" current install?
if did -- ran installer "reinstall os" -- should have left old account alone (assuming pics in "pictures" folder of old account).

if friend created new account, not have pics old account in it.

unfortunately, perhaps it's time sit down , give talk friend concept of backing up.
recommend either carboncopycloner or superduper create bootable cloned backup.
don't trust time machine nor find easy or useful.
