Apple Watch, Apple apps stuck downloading

hello macrumors community!

having trouble native apple watch apps downloading watch. hang on "installing" action on watch app layout screen. apps process download stuck 3 fourths of way through install. tapping on app watch layout screen not launch app, receive kick response if not downloaded yet. have let apps download , process though after several hours same "not downloaded yet" response. in watch app on iphone x app layout screen displays troublesome apps white app circles if haven't been downloaded yet.

note: third party apps work , install without issues, problem resides apple apps.
(apple music app, home kit app, maps app)

here play play of troubleshooting steps:

have latest stainless steel black 42mm lte series 3 watch

-two finger restarted watch
-force restarted iphone x (button combo restart)
-watchos 4.2 updated
-ios 11.2.1 updated
-closed out apps on watch , phone
-allowed watch , phone charge during app install
-made sure "automatic app install" enabled
-re downloaded apps multiple times, same outcome
-i cannot delete app watch or app layout screen watch app hence thinks not downloaded yet
-also main "my watch" page in watch app has white square icon music app

note: have not unpaired or paired watch yet since i'm trying least invasive invasive troubleshooting approach now.

might time reset watch factory , repair phone.
