Carrier AT&T NEXT Program - Can One renew/refresh in Apple Store?

i seem remember last year if in next program not possible trade in old phone , new 1 , more-or-less renew/refresh next program in effect......? not problem go apple store , start brand-new next program new phone being purchased there, customer existing next program not @ apple store. haven't seen comments on here year , wondering if things have changed?

yeah can use app upgrade using att next. did last year , year preordering iphone x got 11/3 delivery.
