Which app to downsample videos?

hi everybody,

use convert of old video stuff avi mp4 sake of ease of view of them big (maybe have been badly upsampled) in res vs quality , such i'd rather downsample them save space , bandwidth when streaming or storage, utility, possibly freeware, use achieve such goal, handbreak or there else suit?

i use handbrake kind of thing, works me , it's free. have apple compressor , specialized things. find handbrake faster , makes smaller files, , when compare compressor can't see difference.
