When did it become ok to sell a phone with installments on it?

so, seems these guys think it's okay sell phones installments left on them , not pay them off, continue paying them.

wrong here or has changed? know can looked @ fraud selling phone still owed on , not paying off. sites sell phones require pay phones off.

you can sell things owe money on because once phone in possession, business carrier/apple/google/samsung debt owed. don't buy phone when finance through carrier, instead borrow money buy phone, it, , pay loan. sell phone, debt still there , responsibility.
