iPhone 7(+) Can't Enable iCloud Drive


i have latest ios 11.2.1 on iphone 7+ , trying use files app. under locations, when select icloud drive directs me turn on icloud drive , gives me hot key take me settings page. on settings page slider turn on icloud drive greyed out. did research , have made sure restrictions turned off. matter of fact enabled restrictions, rebooted, disabled restrictions , rebooted again cycle on , off. still no help.

have plenty of space on icloud (190 gig free) , i've tried logging out of icloud on phone , signing in. pita because had setup apple pay again. btw, wife's iphone not have icloud drive slider greyed out.

don't know else try. ideas?
 

problem device profile required work receive company emails. problem had several restrictions concerning using cloud. removed profile , icloud drive works no more company emails. sucks.

com.apple.DiskManagement.disenter error -119930878

here's odd one! 1 of our 2015 macbook air notebooks in office crashed , became unbootable after user clicked high sierra upgrade sierra on it. tried sorts of things working again, including both internet recovery , regular recovery. each time, partially install high sierra , stop error saying, "macos not installed on computer", followed specific error code mentioned in message subject line. have identically configured air (8gb ram, 512gb ssd, core i7) upgraded sierra high sierra without problems @ all, should work! thing able problem machine installing sierra usb thumb drive. did that, of user's data accessible again (nothing lost, thankfully!) , working normally. tried running high sierra upgrade again fresh app store download, hoping original issue stupid user powering computer off in middle of upgrade process. nope! exact same error , resulting unbootable machine. computer passes apple hardware tests flying colors , seems fine
